Councillor Brown Motion re: Proposed Amendment to Council Procedure Bylaw re: Responses to Delegations

Motion
That Council direct Staff to bring forward an amendment to the Council Procedure Bylaw to provide that Council shall not act in response to a delegation in the same meeting, unless it is to refer the matter to Staff for a report or to a Committee for further review, or unless Council resolves by a 2/3 vote to consider the matter immediately.

Councillor Brown, please. There we go. Thanks, you worship. Uh, I will move the motion as written in the agenda package and speak to it. If the second. Councillor Armstrong, thank you, worship. Um. This is really, I think, uh. I've seen this come up a few times. Uh, over, over both my terms where there's delegations. I've been guilty of this myself. Sometimes I think it's, it's very appropriate and easy to pass emotion from delegation. But other times I do think it, it, uh, it begs a response that isn't always the best decision. And I think. I simply haven't a gap between a delegation and a conviction of a particular councillor to bring forward a vote. Um, the item for vote would serve decision making better. Fully appreciating there may be times. I think oftentimes we think tsurgency or an emergency and usually the fully appreciate at times there may be, especially around funding considerations or requests for a proposal. Uh, in, in that regard, I think council should be able to vote to address it at that meeting. The two third votes is consistent with the, um, and thanks to Mr. Garry for pointing this out is consistent with what it takes to suspend the procedure bylaw anyways.

Thank. You. Support of this because I too have been guilty of actually voting for something. Then when I had a chance to actually talk to staff, I realised I probably should not have voted the way I did both cases. So I also think because he's brought in the fact that, uh, council resolves by the truth, if it's very important to somebody, they have the option of bringing it forward.
