That Council recommend that the Liquor and Cannabis Regulation Branch approve the application for a temporary change to the hours of an existing liquor primary licence to permit liquor service earlier than 11:00 a.m. during the 2026 FIFA World Cup at 150 Skinner Street as outlined in the “Proposed Temporary Change to Hours” section of the Staff Report dated 2026-MAY-25.

Purpose
To present for Council’s consideration an application for a temporary change to the hours of an existing liquor primary licence to permit earlier liquor service for 12 scheduled matches during the 2026 FIFA World Cup at 150 Skinner Street.
