10. Section 19.4(d) – Delegations Pertaining to Council Agenda Items That Council select the following provision as Section 19.4(d) to Council’s Procedure Bylaw: “Refuse to place a Delegation on the agenda if the matter relates to a bylaw in respect of which a public or statutory hearing has already been held or where third reading has been given”.
