Data & sources
The 180-day chart counts recorded issuances within 0–180 days divided by all published applications in each submission cohort, retaining every current status. Every displayed cohort has full follow-up through 2 October 2026. Annual shares sum four mature quarters; incomplete 2026 annual points are excluded. Missing issuance means missing in this source. Current submission dates can change, so this is a recorded-clock outcome, not a staff service measure.
Related development files and inspection-only records affect the per-record medians; no automatic project deduplication is applied.
Permit types retain the source’s names. “Commercial / Multi / Industrial” includes multifamily buildings. Approval includes applicant revisions and referrals; occupancy also includes construction. Selected types have separate lines and are never averaged together. Circle area shows annual sample size; samples below 20 use diamonds.
Dated council markers show voted proposals and adopted decisions; placing them beside a trend does not establish causation.
Votes cover motions as worded; they do not establish individual reasons or positions on every clause. The July 2024 individual votes are held because the recorded votes conflict with attendance. The May 25 amendment has seven named opponents, Brown absent and Manly unlisted. An unlisted vote is not inferred as support.
Decision briefs summarize the checked minutes. Named votes come from the City vote record or explicit names in the minutes; missing names remain unknown. Discussion excerpts preserve source caption text and chair recognition. Introducer, mover and seconder are separate roles, and seconding does not imply a vote in favour.
